cold plate question about our popsicle business

I work for the county and am in charge of starting a sugar free popsicle stand at little league games for our community. We have 2 fields about 4 miles from each other at separate parks ,so it would have to be portable. Don't worry there are no ice cream vendors I am displacing. I was looking at getting a cold plate cart. I have heard mixed results Do the cold plate freezers/ ice cream carts really keep things frozen? Can anyone recommend a cheap semi portable one? I would like to get one with a hitch if possible but my budget as of right now is 1200-1500. All help for the newbie is welcome and loved
