The issue as stated by the OP is that the Kona truck does not have:1. A permit to run.
2. Legally-required safety equipment.
As the Kona truck, which requires an investment of many times the typical cost of a novelty truck, does not comply with the rules, why should anyone else?
I think his anger is justified. I have a number of moonlighters who come right into routes I've run for years, act like ex-con shmucks, and poison the well with parents and town leaders.
If someone has the money to buy a $100,000 truck, they can surely afford the couple thousand in various permits I have to pay each year.
